"This report focuses on the institutional foundations that enable -- or, at times, hinder -- federated approaches to defense. Successful defense collaboration in a budget-constrained environment is predicated on the ability and willingness of the United States to provide assistance and/or equipment to allies and partners. Accordingly, the report describes the context for refining U.S. institutional foundations, as well as findings in key issue areas, such as priorities/strategic guidance, foreign military sales, export controls, technology security and foreign disclosure, and acquisitions and requirements processes. The report also includes actionable recommendations on how the United States and its partners could integrate their defense capabilities in support of shared interests"--Publisher's web site.

The Small Arms Survey 2012 seeks to increase our scrutiny of what is changing, and not changing, in relation to armed violence and small arms proliferation. Chapters on firearm homicide in Latin America and the Caribbean, drug violence in selected Latin American countries and non-lethal violence worldwide illustrate that security is a moving target; armed violence, both lethal and non-lethal, continues to undermine the security and wellbeing of people and societies around the world. The goal of curbing small arms proliferation, embodied in the UN Programme of Action, appears similarly elusive. Chapters on illicit small arms in war zones, trade transparency, Somali piracy and the 2011 UN Meeting of Governmental Experts highlight some of the successes, but also the continuing challenges, in this area. Country studies on Kazakhstan and Somaliland, along with the final instalment of the authorized transfers project, round out the 2012 edition.

Every nuclear weapons program for decades has relied extensively on illicit imports of nuclear-related technologies. This book offers the most detailed public account of how states procure what they need to build nuclear weapons, what is currently being done to stop them, and how global efforts to prevent such trade could be strengthened. While illicit nuclear trade can never be stopped completely, effective steps to block illicit purchases of nuclear technology have sometimes succeeded in slowing nuclear weapons programs and increasing their costs, giving diplomacy more chance to work. Hence, this book argues, preventing illicit transfers wherever possible is a key element of an effective global non-proliferation strategy.

Colombia has experienced significant political instability and violence over the past century due to a number of factors, including the proliferation of small-arms trafficking. The authors identify the sources and routes used by arms traffickers to acquire, buy, sell, receive, transfer, and ship weapons. They also examine the various groups and individuals who purchase and use these munitions. The authors examine Colombia?s political conflict through the lens of small-arms trafficking and conclude with policy implications for the United States.
